The Roseville Area Schools have established two "streaming video servers" to provide online and mobile media versions of the various programs cablecast on Roseville Area Schools Channel 18 for our community to access from the web. Listed below are the sports teams, by season, that are covered by 623 Productions....a team of RAHS, RAMS and Parkvirew Center School students who volunteer their time and energies to help produce nearly 80 sports, entertainment and public affairs events every year for replay on Roseville Area Schools Educational Access Cable Channel 18 and CTV 15 every school year.

Simply click on a link to a particular sport, concert series or special event., and you'll be taken to the page for that particular event. Click on the specific program you'd like to watch, and the program will open in a quicktime window.

PUBLIC HEARING ON CABLE FRANCHISE RENEWAL

The North Suburban Communications Commission (NSCC) will hold a public hearing on April 17, 2014, to consider Comcast’s formal proposal for a renewed cable television franchise, as well as the company’s performance under the current cable television franchise. The hearing will begin at 6:30 p.m. at the Shoreview City Council Chambers, 4600 Victoria Street N., Shoreview, MN. The NSCC administers the cable franchises for the cities of Arden Hills, Falcon Heights, Lauderdale, Little Canada, Mounds View, New Brighton, North Oaks, Roseville, St. Anthony and Shoreview.

The purpose of the hearing is to consider whether Comcast’s formal proposal, submitted in December 2013 and available on the NSCC website at http://www.ctv15.org/index.php/franchise-renewal/public-hearing.html, meets the community’s communications needs and interests. In particular, the NSCC will be concerned with the company’s proposal to support CTV North Suburbs, which provides community media services in the ten member cities. Under the current cable franchise, Comcast provides annual operating and capital support to CTV North Suburbs of approximately $1.5 million dollars. In its formal proposal, the company would provide $0.44/subscriber/month or between $153,000 and $158,000 annually, which could only be used for capital support. This decrease in funding would make it extremely difficult, if not impossible, for CTV North Suburbs to continue its operations. In addition, Comcast proposes to cut the number of community channels from eight to four, which would affect the channels of the three school districts in this area.

The NSCC will also assess the company’s customer service record, the technical quality of the system (such as the audio and video quality of the channels provided), and its compliance with the terms of the current franchise. The NSCC will ultimately make a recommendation to the member cities to either grant Comcast renewal franchises on the terms in the company’s formal proposal or to preliminarily deny franchise renewal.

Cable subscribers and members of the community are invited to testify on whether the proposal meets the community’s communications needs, their experience with Comcast’s customer service, and/or the technical quality of the cable system, including the audio and video transmission of the cable channels. Under federal law, however, the NSCC’s authority to regulate rates and programming is very limited, and the NSCC has no authority over Internet or telephone service.
