ECSE Family Handbook

Early intervention services are available for infants and toddlers up to three years of age. An Individualized Family Service Plan (IFSP), developed by parents and service providers, describes the services for the child and family.

Services are based on each child’s individual needs. Services and support are provided by a primary service provider, in the home, with parent/caregiver involvement. The primary service provider is determined according to the child’s needs and may be a licensed ECSE teacher, speech-language pathologist, occupational therapist, and/or physical therapist. Services are provided at no cost to your through Roseville Area Schools.

Early Childhood Special Education services are available for children from age 3 to kindergarten entrance. An Individualized Education Program (IEP), developed by service providers and parents, describes the services for the child.

When your child arrives at school, the teachers and paraprofessionals will meet the buses and walk into school with the children. At the end of classes, all the children walk to the buses with their teachers. Each day, be sure to check your child’s backpack for important information and daily work.

Your child’s case manager will provide you a progress review approximately midway through the school year. Your child’s progress toward IEP goals and objectives will be addressed in this progress review. In addition, there is an opportunity for classroom conferences once per year. These conferences allow you to learn more about what your child is learning in his or her classroom.

Children who are ill or contagious should not be at school. If your child has a fever of 100 degrees or more or has been sick with vomiting and/or diarrhea, chicken pox, pink eye, strep throat or other illness, please keep your child home so he or she can rest and get healthy. Please contact your child’s teacher if your child will be absent. If you have questions about sending your child to school, please call the health office at 651-604-3531.

Watch for specific information from your child’s teacher about family events that will be scheduled throughout the year. These events will be focused on a specific topic and will be a time for families and children to connect with other families and ECSE staff.

Throughout the year the children practice safety drills and severe weather warning responses. When the alarm is sounded at the Aŋpétu Téča Education Center, all children are escorted by staff to a safe area.

If Roseville Area Schools is delayed or closed due to adverse weather conditions, ECSE classes will also be delayed or canceled. Check the following sources for announcements of delays or cancellations:

The mission of the SEAC is, “Parents, guardians and educators coming together to support and advise administrators of Roseville Area schools in meeting the needs of students (birth – 21 years old) who receive special education services within the district.” If you are interested in participating on the SEAC, please contact Bernae Verakruse at 651-635-1608.

Transportation within the Roseville Area Schools boundaries is available to all students receiving ECSE services. Your child’s case manager will request transportation for your child. All children must wear a bus vest when being transported. Parents need to make sure the child is wearing the bus vest when they board the bus. It is very important that all families using transportation give the case manager a reliable home and/or work telephone number where they can be reached.

Roseville Area Schools Early Childhood Program recommends that children be screened at age 3. Screening is free and helps you:

• Find out how your child is growing and developing
• Connect with early learning programs and services
• Find resources for your parenting questions

ECFE is a program for families who have infants, toddlers, twos and preschoolers. The program offers classes for each age group. Classes provide time for parent-child learning activities, parent discussion and a chance for children to interact with one another. The program also offers field trips and special events. A Parent Resource Library is also available at the Parkview Center School. Fee assistance for these classes is available. Questions? Call 651-487-4378.

It’s like having new toys every week! Open to all individuals, families, and childcare providers. Membership is $10 per year (September-May). Fee assistance is available.

The entire class is devoted to parent and child activities including dramatic play, sensory experiences, gym play, science, art projects, and more. Each week will be filled with many creative and engaging learning activities for the whole family! No fee or registration necessary! Just come and join the fun!

Roseville Area Schools has revised Policy 508 – Bullying Prohibition, to comply with the requirements of the Safe and Supportive Schools act, MN Statutes 121a.031. This policy assists the district in its goal of preventing and responding to acts of bullying, intimidation, violence, and other prohibited conduct.

Bullying means: repeated intimidating, threatening, abusive, or harming conduct that substantially interferes with a student’s educational opportunities or performance, ability to participate in school functions or activities or receive school benefits, services or privileges. This includes cyberbullying which is the use of technology or other electronic communication transmitted through a computer, cell phone or other electronic device to bully.

No teacher, administrator or other employee of the school district will knowingly permit, condone or tolerate bullying. The school district will investigate complaints of bullying by students and take appropriate action against any student who is found to have violated this policy.

Roseville Area Schools defines directory information as student name, parent/guardian name, grade, participation in officially recognized activities and sports, weight and height of members of athletic teams, dates of enrollment, degrees and awards received, most recent educational institution attended by the student, and pictures for district-approved publications, district-approved webpages, district-approved social media, local media and local cablecasts.

The district’s policy complies with state and federal laws, which require us to release this information upon request. However, parents/guardians have the right to deny the release of directory information, except to school officials or as provided under federal law. To make directory information private, parents, legal guardians, or students of legal age should complete a Non-Release of Directory Information form.
