Non-Public Referral Process

Roseville Area Schools provides special education services to students with educational disabilities enrolled at non-public schools in the Roseville attendance area. These schools are:

  • Concordia Academy
  • Hand in Hand Christian Montessori
  • King of Kings
  • Minnesota Waldorf School
  • North Heights
  • St. Jerome School
  • St. John the Evangelist
  • St. Rose of Lima

Parents/guardians or school staff who are concerned about a student’s educational performance may make a referral for an evaluation for special education services. Prior to referring, school staff complete interventions in the area(s) of concern. Each school has copies of the intervention and referral and forms in the school office.

The Referral-Evaluation Consideration form must be submitted to:

Upon the receipt of the Referral-Evaluation Consideration form, the appropriate team will arrange a meeting with parents/guardians, the referring person(s), and other staff to review the referral information. This meeting may occur at the nonpublic school or at the public school within the district.

For students enrolling in a nonpublic school with an active IEP from another school district, the parent/guardian needs only to send a letter to the Executive Director of Student Services with a copy of the IEP requesting continuation of special education services by Roseville Area Schools. The Executive Director's office will forward the information to the appropriate team for follow up.
